This is a standard problem when using comm port keying.
I don't know of any way to prevent it.
It gets really exciting when the amplifier is on,
tuned to the wrong band on the wrong antenna!
After a few of these escapades, you learn to turn the
rig off while booting, or at least disable the vox,
if you are using vox.
