Wait, what? This is still a thing? I thought the matter was settled by
the leagues, sponsors, and committees by now, and that they had
collectively decided to do nothing.
The rules George cites are a great start. Add the missing categories
(basically keep the contests as they are) and add separate MGM contests
for VHF and up, and the problem is solved. Everyone can operate the way
they chose.
We need to stop trying to incorporate a fundamentally different way of
operating (automatic QSO's, all activity within 3kHz, no efficient way
to run the bands, etc.) into traditional contests. Everyone will have
one objection or another to whatever solution you come up with in
lengthy emails that require a nap halfway through. ;) Give MGM's their
own contest that the activity on these modes deserve (command even?).
It's done on HF, therefor it can be done up-30.

Unrealistic. There will soon be some other similar mode, FT*, which
