I seriously doubt there were many truckers on Class D CB in 1958 when
it was created out of the old 11-m amateur band. The band had been
moved down several 10s of kHz in '48 because of diathermy machines so
I'm going to guess it wasn't a great band then.
As for "why didn't the ARRL say anything" ... well ... there was one
staff member that talked on a 70-cm repeater that one time but other
than that, all HQ staff activity is confined to HF and sometimes 2 m.
They'd have to be educated about "those useless bands above 2
meters".
