[VHFcontesting] Date for January VHF contest

The date for the January VHF contest is shown as "will generally be the third 
or fourth weekend in January"

I'm just curious is there a historical reason why there is not a fixed date for 
this contest ?  I expect I'll be asked this question at a presentation I am 
giving regarding contesting.   Any thoughts would be appreciated.
