Some of the CQ contests have a contest-overlay of ROOKIE, for people
licensed either 2 years or less or 3 years or less (I can't remember right
now and am too lazy to look it up).  Maybe such a contest-overlay could
also be developed for the ARRL VHF and UHF contests,.
