I think the concern here is that rovers get an extra 1 multiplier bonus
for every grid they activate. But one could make one of three simple
changes to "fix" it:
1. Rovers must activate at least 2 grids to claim the bonus (this seem
rather arbitrary.)
2. Change the multiplier bonus to be [number of grids activated - 1]
for ALL stations (i.e. fixed stations and one-grid-rovers get zero extra
mults)
3. Allow ALL stations to add one multiplier for each grid they
activate. Fixed stations and one-grid rovers would then get one bonus
multiplier.
Rule three makes the most sense to me, but might annoy current record
holders....

Field Day has a mobile category. Most state QSO parties do, even in you
don't operate from more than 1 county. It seems that it might be easiest to
change the rover definition by removing the wording that requires the
operating from 2 or more grids. Replace it with something like operating
from 2 or more locations more than 500 meters apart, so a fixed station
wouldn't be able to enter as a rover.

I was thinking the Rover categories could just be changed to allow staying
in one grid. Either approach could work. The mobile stations would probably
be at a disadvantage either way, which could lead to Yet Another Entry

This should be a simple rule change. Add a footnote to the definition
of single operator that allows entry to a mobile station guided and
operated by a single person and not connected to a antenna structure
considered permanent. Under single op rules, the mobile station would
be allowed to traverse as many grids as the operator wished but could
only contact unique stations once. This could be taken a step further
by adding the same definition to multi-op classes, allowing mobile
operation in a single vehicle by more then one person. The addition
of this simple definition would not affect the current 500 meter fixed
station circle, or whatever the criteria is for a fixed station.
