I think active needs to be defined. I'd hate to see the amateur who gets on
for an hour or two and makes only 20 contacts qualify just because he
submitted an entry. Not all weak signal ops are active in contests. I'm not
sure those ops would make good contest committee members. That's not meant
to take away from their weak signal operating abilities.
