Here's what I suggest to make it VERY simple.

Make only four classes:
1) Home or non-mobile station:
    Stations that are Home or at a remote site that don't move
    Unlimited output power
    Unlimited manpower
    Extra points if run off of emergency/backup power
2) Portable (under 25 watts):
    Portable (lugable to a site that can't be gotten to via a vehicle)
3) Limited rover:
     four lowest bands during contest - 1 or 2 person operation
    Unlimited output power
4) Unlimited rover:
    Any amount of manpower, bands, and output power
    All equipment must be carried in one vehicle or trailer

Points:
CW, Voice. digital count for points.
Each contact in a different mode counts for points.
Digital would be limited to one contact no matter which computer generated 
mode is used
CW not counted as a digital mode if computer used to generate or decode

6 and 2m - 1 points each contact
1 1/4m and 70cm - 2 points each contact
33cm and 23cm - 3 points each contact
2.4GHz through 5.6Ghz - 4 points each contact
10Ghz and above - 5 points each contact

Multipliers:
add up contacts on each band then multiply for points then add together then 
multiply by number of unique grid squares worked by two
Add 1000 points to total score for backup/generator power

Spotting is not preferred but no penalties if done because it can not be 
controlled.

For each busted contact (wrong call or grid square) on a band in the log, two 
good contacts for that band subtracted.
