I have had great luck with the "A VHF/UHF/Microwave Transverter IF Switch"
by Zack Lau (KH6CP at the time). It was in August 1988 QEX.

The adjustment on it allows input ranges from about 200 mW to 5 watts or so.
You could change resistor values around to address more or less IF drive
power.
