Not my understanding.  While you need a certificate for your rover call, 
you only need to set up a station location for each grid you operate 
from.  You then have to break your log up into QSOs from each grid. 
When you upload the log segment, you pick the appropriate station 
location.

If you operate from multiple locations in a grid, you may want to set up 
multiple station locations especially if they are in different states or 
counties.  The station location can also specify the state and county.

I've been uploading my rover QSOs for several years this way.
