You bet they should !!!
They should have started 5 years ago.
Why wait till the last minuet, I don't get it.  

VUCC is not the "End All" award for us !!!

There are other awards already supported by LoTW that the VHF/UHF
community can use right now.
Like:
6M & 2M DXCC - Many 6M op's have already archived the requirements for this. 
6M & 2M - WAS Total cost only $15.70 and saves a lot of work shuffling cards

If you work HF contests at all, you may already have archived WAS.
 
LoTW is one of the best deal there is for HAMS, it's free !!!
I can't understand why the VHF+ OP's haven't made more use of it.

Sign up, get those logs uploaded, and wait for the VUCC module to be turned on.
Then watch the VUCC QSL's roll in that first day of operation.

I have uploaded all my VHF+ logs 1979 to date.
My 1971 to 1979 6M AM and Novice paper logs as soon as I find them.
