I think that the problem is quite the opposite; it is the passive
nature of the rules with respect to coordinated roving activity that
allow it to exist in the limited and rover categories. If the ARRL
rule makers and implementers wanted to outlaw captive roving and other
coordinated roving activity in the limited and classic rover
categories, they could do so in the rules. I am not sure that the
rules as currently written in the limited category give much of an
advantage to coordinated roving activity over conventional roving.
I am not sure what a manufactured contact is. I think you are talking
about the coordinated roving activity. But why is that any more
manufactured than making skeds with other stations before the contest
begins? That is a well established practice.
I think we should reserve comments on whether or not coordinated
roving is a problem in the limited class until the scores are in. -
