True, if you don't submit a log you can do anything you want. However, this
isn't as exploitable as you might think:
General Rules for All ARRL Contests
2.1.Entrants agree to be bound by the provisions and intent of ARRL contest
rules.
"Intent" is something that we argue about constantly, but when intent is
actually spelled out as in, "The intent of this rule is to accommodate
family members who must share a rig and to prohibit manufactured or
artificial contacts," (General Rule 3.5) it's a powerful word.
So log submitting participants can't knowingly make contacts with stations
that are sharing transmitters, etc., so there's really no way for actual
competitors to exploit this unless they cheat. Which if people are going to
cheat, they're going to cheat. Radiosport is, in general, on the honor
system. As soon as we stop abiding by the rules and trusting one another to
do the same the whole system comes apart.
As for the VHF Sprint Contests, those rules are kept deliberately simple. I
doubt that the sponsors would accept passing around radios to manufacture
contacts as a strategy.
