This is the core of the issue. Rover scores are calculated differently than all 
other categories.  Therefore they are incentivized differently and therefore 
they act differently.

A first step would be to "normalize" that category's scoring to the method used 
by everyone else.

The second step would be to normalize Rover sub-categories to that of others.  
Duplicate the S/O and M/O categories, but add the term "Rover" to the 
end...allowing station movement.

The third step addressed multi-grid operation. A Rover score would be simple 
the sum of the scores from each grid-4 operated from.

With this in place, the arguments would then turn to geographic advantages, 
population center advantages, etc.  The same things that everyone else 
complains about. :)
