So does this mean that Ping Jockey is not permitted during a contest, since
it is used to set up skeds during the contest, via the internet.

During the contest period, Ping Jockey (and other "chat rooms") is not 
permitted to be used to make skeds. Multi-op stations can certainly use Ping 
Jockey to get info on stations, as long as that station is not self-spotting or 
asking another to spot them.
