Why do I get the idea that somebody at the ARRL just screamed down the hall, 
"Who the [insert invective of your choice] posted that to the web site?"  It 
looks like nobody bothered to consult with Sean, that's for sure.  Looking at 
the January and June specific contest rules, its clear that somebody made a 
deliberate effort to clarify a few things and may have over-stepped some 
authority in the process.

I'm kind of hoping they don't allow APRS for general use.  If they do, I'll 
probably be spending even more money in the near future.  Its not like I need 
another excuse to do that.  LOL.
