Your missing the point....
I think the current rules are the best compromise to encourage ROVER
operations and provide a score suitable of the effort.
Draging up the old, useless, and frankly anti-ROVER statements about
limiting this or that is counter productive and in my mind discriminatory.
The POINT... is to put tag team "Pack Roving" into its own category...
PERIOD.
That is clearly needed. It will let them do what they do without
discouraging others from continuing to operate a more traditional "work em
all" ROVER operation.
A simple and efficient solution to a simple problem.

OR...look at possible scoring methodology changes.
PROPOSED SCORING METHOD CHANGE: Change the scoring so the rover can only
take QSO Point credit for ONE QSO from another Rover for each Grid in which
that other rover is contacted...that's some "equality" with what fixed
stations can get for working rovers.
