Another rig to consider is the Icom IC-290A, an older 2m all mode rig that
is still pretty decent. I got one, along with the 70cm 490A for $300. I've
seen units on ebay going between $130 and $200 each, so thats a possibility
for you.
If your friend has a vertical antenna that won't work so well on ssb which
is normall horizontally polarized. The cheap way to get started is to use a
halo antenna, in the $50 range from M2 antenna and ku4ab.com.
Anyway, a thought. That way he could be on two bands.
