As I recall the old rules in this contest quite
explicitly permitted scheduling during the contest by
any means. When the change to a heirarchical system
of rules were made it became less clear. The 10 GHz &
Up rules now just say "5.1 Scheduling contacts is both
permissible and encouraged." Section 7 on "Schedules"
refers only to coordination frequencies on 80m and 2m.
Can anyone clarify if scheduling (and
almost-scheduling, like "I'll meet you on 144.260 from
<location> at 11 o'clock") by non-amateur means during
the contest is still permitted ?
