The trouble with this discussion is that it attempts to figure out the optimum way to elevate a vertical antenna, while ignoring the well established principle that elevating a vertical doesn't work very well in the first place, no matter what is done to feed it. While elevating a horizontal dipole is well known to produce ground gain, the same cannot be said for a vertical dipole. Something about the pseudo Brewster angle.

This is a method I played with about ten years ago. It worked fine for 100W. I've never tried with with higher power. I expect that multiple chokes in series would be needed. That's easy to figure out -- the issue would be heating of the choke(s) -- transmit for a while, then go out and feel it. As long as you can leave fingers on the core, I wouldn't worry about it.
