Thanks for the suggestion. Yes, I have a TOwerjack and it would be an easy way
to see if they can be made to slide out. I also have a bottle rjack for those
that further resist. The question remains that if some just do not want to
slide out, what would be the best or worst way to remove them?

Al is taking apart some Rohn 45G and is fighting the bolts.
Hey Al, If the tower is still vertical, what is the chance that if you use a
tower jack to lift the upper section just a bit, that the bolts will slide out.
Gravity is a cool thing....... everything settles DOWN, including tower
sections.
