For one of the smaller Rohn tower series that have a flat baseplate, the pier
pin is really there only to keep the base from moving laterally during
erection. Once there is vertical load on the baseplate from the dead weight of
the tower sections plus the guy wire reactions, the pier pin should not be
considered, or even relied on, as a structural element - if that's not the
case, then the tower has other, major, issues.
Whether it is set into the pour or inserted into a hole after the concrete is
cured doesn't matter whole lot. It's easier to set it into the mud though, and
(mostly) gets around the issue of water being able to get into the hole if you
were to drill and epoxy the pin.
For a larger tower with an articulated base (as opposed to a flat baseplate),
the pier pin is arguably more of a structural element, particularly under
worst-case wind conditions, that should be included in the analysis and design.
