True, only on one leg for Rohn 65 brackets, and they should be attached at a Z brace weld as shown. They come with a (not quite a U) u-bolt specially made for going around the leg and the 5/8" bracing rods. Unobtainium except from Rohn.

The principal is to transfer the horizontal loads to all R65 legs via the bracing. The 25/45/55 Z braces must need the extra strength of the guy bracket ("mounts to tower at any horizontal brace" per Rohn).

Guys should NOT attach directly to the tower legs! This weakens the tower,
by applying a lateral force to only one leg. ROHN has a guy attachment
saddle that fits AROUND the tower. The saddle absorbs lateral forces,
while vertical forces are transferred to the tower. Look at the ROHN site
for proper guy attachment.
