Karl at Tashjian told me that he re-designed the old Tri-ex version so that
it would not come all the way down so you could gain access to the rotor
plate to fit a rotator, if it came all the way down you would not be able to
get the Rotator in there. It basically stops in the perfect place to access
the rotator.

And as you say the sections are always hanging on the cable so the sections
should always be secured by something like a steel bar or the like and then
crank down an inch until the cables go slack.

I think crank-ups with positive pull-down are never fully "lowered" and are
still supported by their lift cable.
I know this is the case with my LM-470.

Wouldn't you ordinarily lower a crank-up tower before climbing? If it were a

tilt over as well wouldn't you tilt it over instead of climbing it?

Well, if the tower should telescope while you are on it, the shearing off of
fingers and the front of your feet might be considered an undesirable
possibility.
If you are on an upper section when the collapse occurs, you might get by
with just some foot damage and being thrown to the ground as the section you
are on drops into the next one down...
Your plan is much like the old EZWay towers.  There's a book for the two
