That's not precisely true. For instance, low voltage sprinker and
landscape lighting is covered by NEC (Class 2 wiring, typically current
limited), as is your rotator. On the other hand, I'll bet most
inspectors don't really care.
The big rule is no line voltage and low voltage in the same space
(conduit, junction box, etc.).
But there's no rule about Type NM (Romex) in conduit...
