Three small leds in series, would drop about 6 volts.  At 20 mA, from a 12 
volt DC supply a typical value for the dropping resistor would be about 330 
ohms.  A small full wave bridge rectifier would be needed with about 100 
micro farad capacitor at the output if running it from an AC source . 
Adjust the resistor value up or down as needed for different voltages. 
Might not need the capacitor, just reduce the resistor to about 70 percent 
of the DC value to make up for the reduction in brightness.

While it would not be pretty, this could be clobbered together "dead bug" 
style and hot melted to the meter top... (Note: I've never seen the inside 
of this rotor controller, but if somebody's already done it and it works, 
this would be a nice afternoon's project, probably for under fifteen bucks 
in parts.)
