Look Home brew to me... the coil definitely home brew, the insulator looks
like something off of a Hygain Hytower base insulator ... Gotham antennas of
the 70's had something similar, but not the base like that...just a basic base
loaded vertical ... just move taps on the base coil for what ever band you
