[TowerTalk] Help ideifing vertical antenna

I have a buddy that has recently bought or scored a vertical antenna I am not 
sure if this group allows attachments or not, so I have a link to a pic he sent 
me of it, he is hoping to identify it to obtain a manual if possible...
