Don, that's not really true if the radials are elevated, in which case
they may be more accurately thought of as a tuned counterpoise. Build a
model in EZNEC if you don't believe me.
To answer Bill's question, I'd go with four 1/4 wave verticals, but
their length may need to be adjusted a bit for the total system to look
resonant (i.e., easier to match).
