Take a closer look: It looks like there is a cage built around the rotator
with (presumably) a thrust bearing at the top. I've seen this in other tube
tower installations.

Unless I've looked at completely the wrong photograph, the one I saw was a
2-section telescoping tubular tower with a bell housing rotator mounted on
top and a KT-34A on that.
