Tony:
parallel a few 2 watt resistors to give you 400-500 ohms and install at
balanced output of tuner. Put a few watts into tuner at desired frequency.
Check the results. If that is ok, reinstall ladder line and put resistors at
antenna end of ladder line and repeat at desired frequency again. You should
now have a better understanding of where the problem lies.
