I've never heard any issues with regard to lead exposure and electronics
assembly. The main concern I have heard w.r.t. electronics assembly is
asthma related to flux fumes. I suspect the main issue with lead solder
is what ends up in land-fills and subsequently ground water from
electronics waste.
Lead will definitely cause brain damage in high enough concentrations.
It is speculated that lead poisoning from the lead solder used to seal
food tins was a contributing factor in the demise of the Franklin polar
expedition:

I suspect kids are more susceptible to lead poisoning than adults since
they are smaller in stature (i.e. higher concentrations per unit exposure)
and still undergoing critical brain development.
