Thanks for the link.  For some reason the sites security certifcate 
has a problem.  If you remove the www. from the front the it is 
accepted.


https://www.oeaaa.faa.gov/oeaaaEXT/content/advisoryCirculars.jsp

 needs to be

https://oeaaa.faa.gov/oeaaaEXT/content/advisoryCirculars.jsp

to work properly.
