I was looking at that for my rohn 45..
 I think they mean ...
 rebar is to be placed in two directions 90 degrees from each other and 12
inches apart from the top set to the bottom set.
 The way I understand it is you end up with two sets of rebar one near the
top of the hole and one near the bottom of the hole at least 12 inches
apart.
 I was thinking they mean two set of rebar that look like a # 12 inches
apart from each other, with the center between them being in the middle of
the hole.
