Yes you've got the concept down pat. Rohn is only requiring an L shaped
rebar cage along the top and tower side faces. You've also determined
the problem in how does one construct that and hold it in place during
concrete pouring. What I did was to fashion the L shaped sections and I
dropped "legs" down from the back side of the top face and ended those
onto concrete bricks with a short hole partially drilled into it to hold
the leg in place. They never moved during my pour. Also you are
correct you need min 2 inches of concrete cover over the rebar; none of
the bar should be sticking out of the concrete or else it will corrode
sooner than you want.
