Mike, people who own koi have trouble with predators eating their fish.
There is a really neat device called a "scarecrow" that really works. It is
a sprinkler head coupled with a motion detector. It has a range of 35
feet...so it should work with your 30 foot tower.
Osprey flies near you tower and the water jet drives him off. Here's a
