I have no idea if it will work but you might try the
sneaker cure until the utility company responds to
your request for remediation.
In the inner city gangs sometimes mark their turf or
territory by tossing a pair of sneakers with the laces
tied together over a phone or power cable across the
street. One sneaker will flop over a couple of times
fastening the pair in place.
It is easy to do, we all tend to have an dumpy old
pair laying around that we keep meaning to toss, and
someone may correct me but it is unlikely to harm
anything in the meanwhile ... unless you have country
gangs in the middle of a turf war!
IMHO, YMMV ...
