Insulated or not makes no practical difference.

The ground rods might be useful for lightning protection but will make little 
difference for RF.

Refer to the 2004 NCJ article by K3LC for guidance on how many radials to cut 
that 1,000 ft of wire into.  The article explains how to determine the most 
efficient use of a given length of wire given frequency and various types of 
soil. You probably aren't, but don't make the mistake of assuming your radials 
should be 1/4 wave.
