I am QRP and like to run.   After I get tired of trying to bust through the 
pileups with my weak signal I choose to run. There is little chance I can make 
it to EU and the band is just too crowded above 1810.  I find it easier to find 
a quiet frequency below 1810 and I have more success there.  A rule change 
would eliminate some of my enjoyment.   Any EU station that calls me is 
obviously outside their frequency allocation.  We have the same issue during 
CQWW phone contests on 40m.  Other areas of the world can transmit where we 
cannot.  We have to know and follow the rules of our country.
