Topband: Band Utilization Charts: all buttoned up

To improve navigation on the 30m, UK 60m and 160m Band Utilization 
Charts, I have now added a clickable button at the start of each 
section. This makes the page less cluttered. Just click on a button, and 
the section is expanded.
