No, a delay won't work, these are interactive SDr's not web sdr's, a 
delay would make tuning nearly impossible, why impose this on all the 
users, just because a tiny minority abuse the system, My SDR gets used 
for several hours a day, every day, the majority of users don't even 
bother with amateur band listening and seem much more interested in the 
various broadcast bands or utility listening

Delay MAY work and even be a good idea for the fixed tuning WEB based 
SDR's that cover portions of single amateur bands
