I don't know, but my guess would be yes. If you are on good terms with your 
neighbor, you may get some relief with a good line filter. Corcom and Delta 
are good brands. They are not expensive, and should be fairly easy for an 
electrician to install. 

You should be able to find good help for these RFI issues on the RFI list, 
accessible from contesting.com.  Also, there's a tutorial on RFI on my
