The first goal should be to not be an angry mob ourselves
and actually determine where it comes from with some
reasonable certainty. Otherwise we could waste a lot of
resources and look bad in the process.

Sounds to me like all we really know for sure is it is from
somewhere in mainland Asia, and not Europe, VK, or the
Americas.
