I'm not totally clear on how you mean this:
"(the article writer) panned the blame on ham radio operators"

If you mean that hams are portrayed as the bad guys here,
that is not clear to me from a careful reading of the
article. In fact, the article sounds fairly balanced to me.
Many such articles give no voice whatever to the hams
and only quote the lies and misinformation of BPL industry
execs and attorneys. What the article really says to me
(implicitly) is that here are two very differing views about
the potential impact of BPL, and one or the other of these
two parties has got to be lying, as both versions cannot
be true simultaneously. We have to trust that the reader
might do some internet searches on ARRL and get a
better idea of just what a serious threat BPL is. At
least the League gets mentioned and quoted. I'd call
that balanced reporting.  73, David K3KY
