It's actually chordal hop propagation, a ducting of the signal between
the E and F layers. If you are on the receiving end of a transmitted
signal coming in from the NW say from KL7 and you are in Illinois, the
signal can fall to your north, west or east and you will never hear it
but 5 or 10 minutes later it's right on you. These path variations are
caused by endless changes in height and strength of the E and F layers,
very heterogeneous mediums.
