Seems strange, as you said, the feedpoint impedance should be very low
because of the 2 sloping loading wires.
The only reason I can think of for the high impedance is if the sloping
wires have grounded themselves in some way.This would bring the impedance
right up.
The antennas seems to be a top loaded vert, or an inv L with an extra
identical wire
added in line to help cancel high angle radiadion.
