No wonder if a well designed vertical GP, placed in a good ground area, is
an average better transmitter than an horizontal dipole placed half wave or
less from ground. Same no wonder if different locations with similarly
arranged GP perform differently. The performance of vertical antennas is
infact much more related to the
enviromental and ground characteristics than with horizontal ones.
However, a dipole one or more wavelenghts from the ground, or a beam like
it's typical on higher HF bands, is generally a real challange on top band
and a vertical GP, in proper areas, is a more practical radiator covering
a relatively wide range of elevation angles with some gain and no gaps in
between.
Effectively such well distributed features aren't so easily reproducible
with a single horizontal dipole but a single horizontal antenna (over any
type of ground) still has up to 3 dB gain (may be at useless angles) over a
quarter wave GP on perfect ground.
Dealing with fair to poor grounds and without chances to arrange the best
artificial ground might be wise to turn to other choices than a GP.
