Quoting N5NUG's recent post:

This means that in order to achieve even 50% efficiency in the ground
system alone, your radials must exhibit 9 -10 ohms equivalent
resistance. From the table on page 9-14 of Low-Band DXing, 2nd ed., this
means 60 each, 0.20 wavelength radials on the ground, over "good" soil.
50% efficiency not including the loss in the antenna itself.
