W2JPW here in NNJ has a similar problem which he traced to a power company
distribution yard which is (very sadly for him) less than 1/2 mile away. He
followed the noise on a portable SW receiver and walked it right up to the
yard gates. It is a raucous tone which spits out bursts. In any case the
power company said they'd fix it and they did but it occassionally comes
back. It is telemetering of the yard parameters.
