Here in South Africa we can buy Teflon sheet 0.3 mm thick. This has a voltage rating of over 10 kV, and a very low loss tangent. Rolled between layers of brass shim stock, it makes good low loss capacitors. Just leave enough Teflon protruding out of the ends to prevent tracking across the surface. I'm sure the same material must be available in the US.
